After the Deed: The Unglamorous Chapter
The keys are yours; now come the meters, the refuse tax, the condominio and one or two questions from the taxman. A sober inventory of what follows completion in Italy — and who deals with it.
The Italian purchase ends with a small ceremony. The notary reads the deed aloud — all of it — everyone signs, the keys change hands, someone suggests a coffee. Then the professionals disperse, and a second, quieter chapter begins: the one nobody describes in advance, because by the time it starts, most of the people involved have already been paid.
We describe it. Partly because none of it is difficult — merely fiddly, and fiddlier from abroad. Partly because, for our owners, we handle most of it ourselves: it is the working half of what we call TriesteCare. What follows is the honest inventory, Trieste edition. The meters: voltura, not wizardry
Italian has two words for taking over a supply, and you do not choose between them — the state of the meter chooses for you.

(Deadlines are the regulator ARERA's, as of 2026; costs are the range reported by sector guides. If the distributor runs late on a gas subentro, compensation lands in your bill automatically.)
After a normal sale the seller leaves the supply active and you do a voltura. If the account was closed, it is a subentro — and a little more patience.
What you will need: your codice fiscale (you have one; there is no deed without it), a passport or ID card, the POD code for electricity or PDR for gas — both sit on any old bill, which is why we ask sellers not to bin the last one — and a meter reading.
And yes: a non-resident can hold the contracts in their own name. No residence requirement, no citizenship requirement. The contract will be classed as domestic non-resident, which carries higher fixed charges — sector estimates put the difference at roughly €135 a year (as of 2026). Irritating, standard, and no reason to register the electricity to a cousin.
Water in Trieste is AcegasApsAmga (Hera group); the takeover fee simply appears in your first bill. In many buildings water runs on a single condominium contract, in which case there is nothing to transfer — it travels inside the service charges.
TARI: the one tax you must announce
Most of the post-deed machinery notices you on its own. The refuse tax does not.
In Trieste you declare the start of occupation to Esatto S.p.A., the city's collections agent, by 30 June of the year following the one in which you take possession — though the tax itself runs from day one. After that, pre-filled payment notices arrive by themselves: normally three instalments (late May, mid-September, early December) or a single payment in May; the annual tariff resolution can nudge the dates.
Orders of magnitude: on the 2026 tariffs, a flat of 100–150 m² lands roughly between €150 and €420 a year, depending on floor area and the number of occupants on record.
Worked example. You complete on a 120 m² flat in October 2026. TARI is owed from the October handover; the declaration to Esatto is due by 30 June 2027. File it early anyway — the deadline is generous, memory is not.
One caveat worth its ink: the 30 June window is Trieste's own rule. Other comuni set other windows. The document to trust is the local regulation, never a national blog.
The condominio: two years of someone else's arithmetic
Italian law is blunt here. Under art. 63 of the Civil Code's implementing provisions, whoever takes over a flat is jointly liable with the seller for the condominium charges of the current management year and the one before. Older arrears remain the previous owner's problem.
So the defence happens before the deed, not after: we obtain the administrator's written statement of paid and outstanding charges — and of any extraordinary works already resolved, which is where the real money hides. Your notary will want it too.
After the deed, two small duties:
- Send the administrator a copy of the deed. It dates your takeover and closes the seller's tail of liability — in both directions.
- Register in the anagrafe condominiale, the building's owner register: your details, codice fiscale, cadastral data. Changes must be notified in writing within 60 days; ignore the administrator's registered-letter request for 30 days and he may collect the data himself, at your expense.
A non-resident owner does well to leave an e-mail address and a referent in Italy. For our owners, that referent is us.
Insurance: compulsory only if the bank says so
No Italian law obliges a private owner to insure a home — the much-discussed catastrophe-cover mandate of 2025 applies to businesses, not private houses (as of 2026). The one real obligation arrives with a mortgage: the lender will require fire-and-explosion cover as a condition of the loan. That duty is contractual, not statutory, and you may buy the policy from any insurer — not necessarily the bank's.
Before signing anything, check whether the building already carries a global condominium policy, and read what it actually covers. Duplicate cover is a quiet donation to the insurance industry.
Paying Italian taxes from a foreign bank
The annual property tax here is ILIA — Friuli Venezia Giulia's regional successor to IMU — and it is self-assessed: no bill ever arrives. You, or someone acting for you, calculate and pay by 16 June (advance) and 16 December (balance), as of 2026. The mechanics from abroad: the standard payment form, the F24, wants an account at an Italian bank (or one with an F24 agreement). Without one, two civilised options remain. A direct bank transfer to the Comune — ask Esatto for the IBAN, and put in the payment reference your codice fiscale, "ILIA", the year, and whether it is advance or balance; this is the practice the Finance Ministry itself blessed for non-residents back in 2012. Or a delegate in Italy — commercialista or agency — pays the F24 on your behalf. (On getting the funds here in the first place: moving money into Italy.)
What you need not do: notify the Comune of the purchase. The notary's electronic filings do that. For ILIA, the standard buyer declares nothing — he simply pays, twice a year, unprompted.
Will Italy want a tax return?
If the property is not rented out and you have no other Italian income: no. Since 2023, ILIA absorbs the income tax that would otherwise fall on a non-rented property (L. 213/2023) — pay it, and the Italian revenue asks nothing further of you.
Rent it out, and you always file — there is no minimum threshold — though the flat-rate cedolare secca is open to non-residents too. That is a chapter of its own.
One line for non-EU buyers
When the buyer is a non-EU citizen — Americans and, post-Brexit, Britons included — the seller must notify the local police authority within 48 hours of handing over the property. Even when you buy for your own use; even though the deed is registered. The fine for forgetting runs from €160 to €1,100 (as of 2026), and a competent agency reminds the seller in writing. The courtesy then becomes yours: a non-EU owner who hosts non-EU guests — family included — owes the same 48-hour notification, each time. Italy is welcoming; it simply likes to know who is here.
